I've been on a testosterone gel (Testim) for two weeks now with little or no effect. However my blood pressure has increased to (168/83) and I'm having difficulty sleeping at night.
Is this normal? Is there a period of "leveling out" during testosterone replacement therapy? Will it get better? Sometimes I feel like I'm on speed.

The effect you're feeling is probably due to an excess conversion of testosterone to estrogen. High estrogen can have a large bearing on water retention and high blood pressure.
It can also block the therapeutic effects of testosterone you're seeking, resulting in worse health than which you started.
High estrogen can also cause anxiety, panic attacks, insomnia, and a racing mind among other side effects.
I'd suggest getting a prescription for Arimidex or Aromasin (estrogen inhibitors) to bring your estrogen levels down, if that in fact is your problem.
However I'd have your doctor check your estrogen levels first just to make sure. Normal estradiol (E2) should be around 20-30 pg/ml.
Once your estrogen is normalized you'll probably feel much better and start realizing all the great benefits testosterone treatment provides.
